Kazakhstani youth have published the National Youth Statement 2025, developed on the basis of a national survey, consultations with young people and experts, and discussions held within LCOY Kazakhstan. The document brings together the views of more than 220 young people from all regions of the country and reflects their perspective on the national climate agenda.

The Statement covers a wide range of issues, from adaptation and water security to education, healthcare, energy, and a just transition. Particular attention is given to water and water resources management, which is one of the key topics for Kazakhstan and Central Asia.

In the section dedicated to water, young people highlight the need for a comprehensive approach to water resources management, strengthened transboundary cooperation, and expanded exchange of processed data between countries in the region. Priority areas include the development of hydrodiplomacy mechanisms, the modernisation of national water-monitoring and forecasting systems, and the inclusion of youth in planning and coordination processes. The Statement also notes challenges related to glacier melt, changing river flows, and growing risks of natural hazards.

The document emphasises the importance of international support. Young people call on international organisations, including the Global Environment Facility (GEF) and the Green Climate Fund (GCF), to enhance support for regional projects aimed at modernising water infrastructure, strengthening resilience to climate risks, and building capacities among youth. These areas are particularly important for Central Asia, which is one of the world’s most climate-vulnerable regions.

 

The National Youth Statement 2025 has been included in the Global Youth Statement and represents Kazakhstan’s contribution to the global youth climate agenda.
